NATIONAL COMMUNICATIONS AUTHORITY: VOICE QUALITY RATINGS
MOBILE NETWORK QUALITY OF SERVICE MONITORING RESULTS
The National Communications Authority (NCA) routinely conducts network quality of
service monitoring exercises throughout the nation to ensure the compliance of Operators
to the obligations on service quality to the user..
This is in pursuance of Annexure A of the 3G Licence of Telecommunication
Operators.
One of the Key Performance Indicators (KPIs) tested to ensure compliance by the
Mobile Network Operators (MNOs) is the Voice Quality which is measured by the Mean
Opinion Score (MOS). The MOS is a quality measure that has been used to assess the human
user’s opinion of call quality, testing quality voice transmission, measuring voice
degradation and performance.
The standard for measuring MOS is an ITU accepted standard (ITU-T Recommendation
P863) which is also stated in the 3G Licence of Telecommunication Operators.
MNOs are required by the Licence to meet a minimum score of 3.5, therefore, to
determine the MOS compliance status of an MNO, test calls for each service provider
should have an average score of 3.5 or more.

96 District Capitals within five (5) regions
Central, Brong Ahafo, Volta, Upper East and Upper West Regions
2018 First Quarter
118 District Capitals within seven (7) Regions
Northern, Savannah, North East, Ashanti, Central, Eastern and Greater
Accra Regions.

VOICE QUALITY LEGEND
Voice quality on mobile
networks in Ghana is assessed by the International Telecommunication
Union standard, ITU-T P.863 Perceptual Objective Listening Quality Assessment
(POLQA).
NOTE:
Mobile Network Operators (MNOs) are required to meet a minimum score of 3.5
for all calls as a licence
condition.
